Community broadcasters praise “courageous” regulator
Against all odds

The path toward a regulatory framework for digital radio in France has been rocky, to say the least. After media regulator CSA moved forward on licensing T-DMB radio channels in 20 cities the government stepped in a cordially demanded a halt to the process until after the French presidential election. Big legacy private sector radio operators are unanimous in opposing the licensing of dozens of new competitors. (See more on digital radio here)

Community and independent broadcasters support the digital radio framework, citing that “digital dividend” of increasing media plurality. Community broadcasters association SNRL praised the CSA’s decision on digital radio in the face of “relentless pressure” from the big commercial operators. “The SNRL welcomes the CSA (decision) for its courageous stand… that will finally allow the radio to complete its digital transformation,” said the SNRL statement (April 27) (See here – in French)

In its rebut to the CSA’s streak of independence the French government argued that digital radio allotments should be left to the next government and, too, French public radio doesn’t have money in its budget to make the digital conversion. The legacy private sector radio operators have argued since 2009 that, while digital radio is OK, the platform should be DAB+ rather than T-DMB. (JMH)
