Local council offers broadcaster media support for certain conditions
"very concerned"

Public service messaging is used by governments, typically local and municipal, to tell people important bits, like slow down near school crossings and new opening hours for libraries. Public radio broadcasters serving local areas, generally, will air these messages several times a day. Privately owned radio stations also might contribute their airtime but they would really prefer being compensated. Obviously, local and national rules govern these practices.

The context of public service messaging changed measurably during the coronavirus pandemic and resulting economic downturn, which seriously affected local media outlets. National governments addressed much of this with grand support schemes, largely benefitting newspapers. Town, county and municipal councils, then, were faced with suffering local media, including radio stations, which have fans who are, nonetheless, voters. (See more about media support here)

A local Irish radio station manager has been in a row for months with a town council executive over public service advertising and the ominous quid pro quo. South East Radio managing director Eamonn Buttle sees an affront to “editorial independence” as Wexford County Council executive secretary David Minogue “sought to lay down three ‘criteria’ for the station’s coverage of the council in the context of the council taking out advertising with the station,” reported the Irish Times (April 30), which has been following the story diligently. The annual contract between the radio station and Wexford Council is €50,000, noted the Irish Independent (May 4). Being as we are in the post-modern age, there are emails. Over time, this dispute has reached the Broadcasting Authority of Ireland (BAI), the Standards in Public Office Commission (SIPO) and Taoiseach (prime minister) Michael Martin, who said he is “very concerned.” A resolution does not seem imminent. Mr Buttle is quite firm in demanding an independent investigation. The Wexford County Council, through its executive Barbara Anne Murphy, has suggested disciplinary action against Mr. Minogue. South East Radio is principally owned by the Buttle family.

Broadcasters decked at football match, too emotional
"cannot concentrate on the game"

Emotion fills the airwaves when sporting events are broadcast. This is a feature of football matches. Commentators freely refer to emotion. Some become so excited a listener might think a heart attack is imminent. Fans are filled with emotion. Players, generally, like to remain cool.

Sometimes all that emotion boils over. There are countless stories. Usually broadcast teams are sheltered from this. Two radio reporters for German regional public broadcaster Hessischer Runfunk (hr) last week (April 28) found themselves seated in the wrong place at the wrong time. The Europa League match was between West Ham United and Eintracht Frankfurt at the London Stadium.

Tim Brockmeier and Philipp Hofmeister were reporting on the match from seats on the West Ham United side when Eintracht Frankfurt scored in the first minute of play. The German radio commentators were exuberant. Hearing this, West Ham supporters, sitting nearby, also became emotional, and physical. Of course, all this played out live on the radio. “We are being attacked from behind,” said Mr. Hofmeister to the radio audience. “And our colleague Tim just had his headset thrown to the ground, so we really have to be a bit careful what we do here.” At halftime, the West Ham United media team moved them to a safer location.

“First of all, I'm sorry to all of you who might be used to a different performance from us," he said later in the broadcast after being relocated. "We were hoping to deliver in the first half, but if you constantly have the feeling that something could come from behind, a punch or some other blow or maybe something worse, then you are not free and cannot concentrate on the game."

West Ham United lost the match.
