Another plan for digital radio, or two
No substitute

Digital radio in France has moved forward in fits and starts. The biggest national broadcasters have thrown fits and regulator CSA has started and restarted different initiatives. Meanwhile, listeners, presumably, wait.

One plan rattling around – as it is in other markets – is broadcasting internet protocol (IP) signals. The idea, promoted by Skyrock founder Pierre Bellanger and former Radio France director Sylvain Anichini, delivers all the digital benefits of internet radio directly to mobile phones, everybody’s favorite hot platform. “Broadcast IP networks can offer all audiovisual media (content) universally to all IP devices,” they told Les Echos (July 2). Transmission costs are, they say, far more reasonable than digital terrestrial radio broadcasting. (See more on digital radio here)

This isn’t the only digital radio plan in the air. Philippe Levrier, formerly with the CSA, wants to “revive” digital radio broadcasting using two Band III multiplexes to serve major highways and big cities, which been given a nod from the CSA. The plan might succeed “if we consider digital radio as a supplement to FM and not as its substitute,” he explained. All this project needs is €35 million.

For its part, the CSA awarded DAB concessions in Paris, Marseille and Lyon this past January, which should start service by the end of the year. Meanwhile, the CSA is debating a shift to the DAB+ standard for broadcast digital radio. Culture Minister Aurélie Filippetti will be taking a look at radio in France after the summer holidays. (JMH)

License scenarios for analogue switch-off
What if…

FM radio transmission will cease to exist in Denmark at the end of 2019, if all goes according to plan. A few issues remain, aside from the obvious. The Danish Agency for Culture has circulated a consultation document to aid looming near-term questions.

Local commercial radio concessions, however, expire at the end of 2015 leaving something of a hole in service. National commercial radio in Denmark has been measurably diminished in recent years due to coverage issues and the market strength of public broadcaster DR. The Agency is looking for thoughts on whether existing local commercial FM concessions should be extended until FM switch-off or new tenders, albeit shorter term, should be offered. The question at hand does not affect “non-commercial program licenses which will be offered in 2015,” said the Agency.  The end of 2019 FM switch-off is dependent on “at least 50% of radio listing via digital platforms” by mid-year 2018 and, of course, any European Union (EU) legislation that might arise. Stakeholders are asked to submit comments by August 15th. (JMH)
