For commercial broadcasters in stagnant ad markets, increasing spot inventory is one strategy. Between regulation and market pressure simply adding more commercials is difficult if not impossible. One alternative is launching branded digital and web channels. There are other ideas.
Broadcasters reject new license plans

The possibility of new radio license tenders in Portugal has distressed broadcasters. The Portuguese Broadcasters Association (APR) complained that politicians might be offering new radio licenses to appease constituents ahead of municipal elections.
It is “a tremendous mistake to increase the number of radio stations when there is no existing market,” said APR president Lusa José Faustino, quoted by Meios & Publicidade (February 14). “The situation for radio has worsened because lower domestic consumption…(has led to) less and less investment in advertising for radio.” He noted that 20 local radio stations went out of business in Portugal in 2012. He also suggested that the public broadcasting license fee could be used to support local stations.
Commenting on the APR statement, Secretary of State Feliciano Barreiras Duarte said he was “stunned.” (JMH)
