What If They Told A Good Joke And Nobody Heard It
Bart Nothing compares to a good joke. Even at the ragged edge of show business the needle moves when the audience laughs. And low-brow humor plays well, better still with a bit of social or geographic distance. Celebrities line up for this kind of attention, then moan about it. It’s their job. It’s so dreadful to be forgotten.

 

News content – and jobs – in broadcast transition
“limited, but sufficient”

Program content plays a significant role in broadcast licensing. Some regulators are more liberal than others. When jobs are scuttled by ownership or format changes, all eyes are raised.

Swiss media regulator BAKOM cleared local Basel radio station Energy Basel of violating concession content provisions. The station changed format at the first of 2012, adopting the hit music style of NRJ in France, as it changed name from Radio Basel. BAKOM determined that the Energy Basel staff is “certainly limited, but sufficient…to fulfill its program mandate,” said the public statement (December 18).

Market competitor Radio X complained that news and information on Energy Basel had been “radically” reduced with the change from a more general interest adult-oriented format. Energy Basel is owned primarily by German media entrepreneur Karlheinz Kögel with minority participation of Swiss publishing house Ringier and NRJ Group. Radio X is a non-commercial radio station serving northwest Switzerland.

The planned privatization of multi-platform World Radio Switzerland (WRS) by public broadcaster SSR-SRG took a tiny step forward as bidding has been pared down to two contenders. SSR-SRG director general Roger de Weck announced earlier this year that WRS, as an English language channel, is outside the public broadcasters mandate. The two candidates are the WRS Foundation, led by current station managers, and Anglo Media, a multi-media company currently offering an English-language radio channel targeting the greater Geneva area. The former plans a non-profit operation supported by commercial advertising and the later a for-profit commercial venture.

The winner in this contest “is expected to maintain the same number of jobs as the current WRS,” said SSR-SRG consultant François Besençon, who is leading the process, quoted by Tribune de Genève (December 17),” as well as the strength of the editorial concept and funding credibility.” The SSR-SRG now sends the two names to regulator OFCOM, which will make its own evaluation, which will be passed to the Federal Department of the Environment, Transport, Energy and Communication (DETEC) for a final decision. The SSR-SRG will continue funding WRS through 2014. (JMH)

More information needed for digital transition
Publisher has different plan

Three out of four Norwegians know about the impending transition from FM to digital radio broadcasting. The rest would like to know more, says a TNS Gallup survey conducted for the Norwegian Media Authority. If all conditions are met most Norwegian radio broadcasting will migrate to DAB in 2017.

Bringing the lagging 24% up to speed will require a further informational campaign, said Media Authority director Tom Thoresen, reported by Kampajne (December 17), quoting the Media Authority press release. “Since a significant proportion of radio listening takes place in the car, we will in 2013 concentrate especially on providing information to various venues where radio listening in the car is particularly relevant, for example, car dealers, car importer, buyers and interest groups.” (See more on digital radio here)

To satisfy the 2017 FM shut-down plan approved by the Norwegian Parliament, DAB coverage for public broadcaster NRK channels must pass 95% of the population by 2015 and 90% for national commercial channels, at least half of daily radio listeners must use a digital platform (DAB, internet, set-top box) and “there must be reasonable and technically satisfactory solutions for radio reception in cars.” (See more on media in Norway here)

Local FM stations will not be required to move to the digital platforms. Interestingly, Norwegian publishing house A-pressen has been buying up local FM stations. (JMH)
