From news and culture to giggles and gossip
austerity meets culture wars

There are not enough hours in the day to reflect conclusively on demands for public broadcasting austerity. Right-wing politicians and the publishers they serve have sought to shrink European public broadcasting for years. Cries of a “culture war” dictum have only raised the stakes.

Austrian public broadcaster ORF, with strong leadership over decades, has been able to withstand assaults from those who either don’t like the money spent or the perceived message. ORF radio channels are being shilled, again, into offering press release news, so not to offend the politicians, and give listeners less compelling programs, so not to give commercial outlets stiff competition. Public broadcasters, including ORF, are re-evaluating their offerings, looking to compensate for politically-demanded budget cuts. It’s a quandary. (See more about media in Austria here)

Recently, ORF radio director Ingrid Thurnher hinted broadly at changing popular alternative music channel FM4 into “a young Ö3,” reported Die Presse (October 3). Ö3 is OFR’s youth-oriented pop music channel, distinctly commercial in flair. It accepts advertising. FM4, itself, is - again - under threat. An ORF strategy report issued last year suggested FM4 might best be online only, programs served up like podcasts. Frau Thurnher pointed in this direction, suggesting the “FM4 community” only listens in the evening. (See more about public broadcasting here)

A new program line-up this week showed “indecision,” observed Vienna daily Weiner Zeitung (October 5). More comedy shows appeared. New afternoon program - OKFM4 - contains far more celebrity gossip than news. Plus, the hosts no longer break into English, once an FM4 trademark. “If recipes that Billie Eilish posts on social media are ‘News of the day’, you can wonder where the journey is going.”

Digital challenges abound, solutions monitored
start with the basics

Radio broadcasting has particular challenges. It touches daily half or more of the populations in most countries. New formats, programs, platforms and, of course, revenue streams pop up with astounding frequency. Alas, that fog over the last two decades, largely digital, obscures the future.

Radio broadcasters “must necessarily embrace the digital world with its logic, its languages, its possibilities,” said “Audio-Sound Ecosystem,” a study from RAI Studies for Prix Italia. The big challenge remains digital application. The huge challenge comes from new competitors not strongly tied to broadcasting, “large players with enormous technological, economic, editorial and promotional resources.” (See more about media in Italy here)

This imminent challenge requires an action plan, according to Italian broadcast trade group Confindustria Radio Televisioni (CRTV). “Radio broadcasters will face both technological and editorial challenges in the near future, offered CRTV president Franco Siddi at the same presentation, reported news agency ANSA (October 5). “In this perspective, the human factor and cultural heritage - national and local - will have to deal with technological evolution by carrying out important reasoning.” To facilitate this CRTV "will launch a monitoring platform for the expanded audio system, including streaming services and on-demand content such as podcasts and audio books.” The resulting database will be available to CRTV members and “periodically, public data on the evolution of the market.” (See more about digital transitions here)

“The new challenges of radio,” he observed, “start from the activities that have always distinguished it, namely the live 24/24, the interaction and exchange with the audience. (It is) a world that artificial intelligence and algorithms can only partially satisfy.”

Hostile environment; another radio show host murdered
"could be related"

Shot dead outside his gated suburban Manila, Philippines neighborhood Monday evening (October 3) was radio station DWBL reporter and host Percival Mabasa, stage name Percy Lapid. According to local police, reported by Manila Bulletin (October 4), as Mr. Mabasa approached the gate, a person driving a white Toyota “bumped” his automobile after which a second individual on a motorcycle fired the two bullets. Both assailants escaped.

Sr. Mabasa hosted news commentary program Lapid Fire on radio station DWBL 1242. He was known for criticizing politicians, past and present. He was also a columnist for tabloid Hataw. Mr. Mabasa had been receiving death threats said National Union of Journalists of the Philippines Secretary General Ronalyn Olea, quoted by CNN Philippines (October 4). His brother, Roy, is a journalist and former president of the National Press Club. "We are not discounting the possibility that the shooting could be related to the victim's work in media," local police chief Jaime Santos, quoted by Reuters (October 4). His is the third murder of a media worker - all radio hosts or reporters - since the inauguration of Ferdinand Marcos Jr. as president in July, replacing infamous media bashing president Rodrigo Duterte. In mid-September DYRY Power 102 host Renato (Rey) Blanco was stabbed to death “during an alteration,” noted the AP (October 4). A suspect surrendered. Radyo Natin show host Federico (Dink) Gempesaw was shot and killed outside his home at the end of June.
