Send us NEWS FROM YOU Week ending July 8, 2006New EBU Presidency – July 7, 2006A new presidency has been elected by EBU Members at the General Assembly. Fritz Pleitgen, ARD (Germany), is the new president and succeeds Arne Wessberg (YLE) who has held the position for the last six years. Vice-presidents are Boris Bergant, RTVSLO, (Slovenia) (re-elected); Richard Sambrook, BBC (United Kingdom); Patrick de Carolis, France Télévisons, (France); and John G. Bernander, NRK (Norway). The president and vice-presidents are elected for a two-year period and will begin their mandate in September 2006 (end of mandate: August 2008). Following the election and after having thanked Arne Wessberg, Fritz Pleitgen stated: "I am confident that the new presidency, elected today, will be able to guide the EBU along the path of reform necessary to ensure it can respond to the challenges of our continent's digital broadcasting environment." WDR - EBU-Generalversammlung wählt Pleitgen zum Präsidenten - July 7, 2006Auf der Generalversammlung der Europäischen Rundfunkunion in Cascais/Portugal wurde WDR-Intendant Fritz Pleitgen heute zum Präsidenten der EBU gewählt. Pleitgen tritt sein Amt zum 1.9.2006 an. Als EBU-Präsident folgt er dem Finnen Arne Wessberg. Der Europäischen Rundfunkunion gehören 74 zumeist öffentlichrechtliche Rundfunkstationen an, in und außerhalb Europas, darunter die BBC, France Televisions, RAI, sowie ARD und ZDF. Pleitgen ist seit dem 1. September 2002 Vizepräsident der EBU. BLM - afk-Projekt feiert sein 10jähriges Bestehen – July 7, 2006Am 7. Juli feiern die beiden Aus- und Fortbildungsradios M94,5 (München) und Radio afk max (Nürnberg) sowie der Fernsehkanal afk tv (München) ihr 10-jähriges Bestehen. Entwickelt wurde dieses einmalige Aus- und Fortbildungsprojekt von der Bayerischen Landeszentrale für neue Medien (BLM). 1995 wurden auf Initiative der BLM die afk-GmbH und die drei afk-Vereine gegründet. Damit waren die Voraussetzungen geschaffen für die Inbetriebnahme der drei afk-Programme zwischen April und Juli 1996. Unter fachkompetenter Betreuung und ohne kommerziellen Erfolgsdruck werden die Programminhalte von den jungen Medienmachern gestaltet. Die drei Kanäle bieten angehenden Journalisten, Moderatoren, Rundfunktechnikern und Regisseuren nicht nur eine wichtige Orientierungshilfe, sondern dienen in der Vermittlung von Medienkompetenz und ergänzend zu Ausbildung oder Studium als Sprungbrett in spätere Medienberufe. Allein beim Münchner Ausbildungsradio M94,5 haben seit dem Start 1.300 Studentinnen und Studenten in der Lehrredaktion mitgearbeitet. Viele der jungen afk-Mitarbeiter haben nach Abschluss ihrer Ausbildung bzw. ihres Studiums eine Anstellung bei den großen privaten und öffentlich-rechtlichen Hörfunk- und Fernsehanbietern gefunden. Für BLM-Präsident Ring sind die Aus- und Fortbildungskanäle ein Vorzeigeprojekt weit über die Grenzen Bayerns hinaus: „Das zugrunde liegende Konzept, Ausbildung und Praxis miteinander zu verbinden, hat sich voll und ganz bewährt. Es bietet den angehenden Hörfunk- und Fernsehjournalisten ein zuverlässiges Fundament an branchenspezifischen Kenntnissen und Fertigkeiten und lässt sie Schlüsselerfahrungen sammeln, die den Einstieg in einen Medienberuf deutlich erleichtern. Dies wird belegt durch die hohe Zahl an afk-Mitarbeitern, die im Anschluss an ihre Ausbildung in den Redaktionen und technischen Abteilungen nicht nur bayerischer Medienunternehmen ihren Platz finden.“ Die gemeinnützige afk-GmbH hat derzeit neben der BLM 21 Gesellschafter, unter ihnen fast alle großen deutschen Fernsehunternehmen, lokale und landesweite Hörfunk- und Fernsehanbieter, mehrere Ausbildungseinrichtungen, die Landeshauptstadt München, den Bayerischen Jugendring und den Sankt Michaelsbund. Das Budget der drei afk-Kanäle beläuft sich im Jahr 2006 auf insgesamt 1,050 Mio. Euro. Zu den Mitgliedern der afk-Vereine zählen u.a. die Akademie der Bayerischen Presse, die Bayerische Akademie für Fernsehen, die Bayerische Akademie für Werbung und Marketing, die Deutsche Journalistenschule, die Hanns-Seidel-Stiftung, die Hochschule für Fernsehen und Film, das Institut für Kommunikationswissenschaft und Medienforschung der Universität München und die Friedrich-Alexander- Universität Erlangen-Nürnberg. Die beiden Hörfunksender in München und Nürnberg produzieren jeweils 24 Stunden Radioprogramm. M94,5 wird in München auf der UKW-Frequenz 94,5 MHz ausgestrahlt, Radio afk max sendet in Nürnberg auf der Frequenz 106,5 MHz und in Erlangen auf 106,2 MHz. afk-tv läuft im Kabelkanal des lokalen TV-Angebots münchen.2 jeweils montags, mittwochs und freitags von 21:00 bis 23:00 Uhr sowie auf münchen.tv jeden Sonntag von 11:00 bis 11:30 Uhr. EBU - Commission endorses financial restructuring plan for Portuguese public broadcaster RTP – July 6, 2006EBU Members, meeting at the EBU General Assembly in Cascais at the kind invitation of RTP, were very satisfied to learn of EU Competition Commissioner Neelie Kroes' positive decision concerning RTP's financing1. EBU President Arne Wessberg stated:"This decision confirms the desire of EBU Members to offer European citizens quality audiovisual media, not only where radio and television are concerned but for the new technologies of the information society." (1) The European Commission has decided that the financial restructuring agreement signed between the Portuguese Government and the public service broadcaster RTP in September 2003 is in line with EC Treaty state aid rules. This agreement, which runs until 2019, is aimed at progressively reducing RTP’s debt of about €1 billion. After an investigation, the Commission concluded that this debt is almost entirely due to the constant under financing of RTP’s public service tasks in the past and that the financial support now given by the state is proportional to RTP’s public financing deficit. RNW - Radio Netherlands Worldwide sends radios to Yogyakarta in Indonesia – July 6, 2006Radio Netherlands Worldwide is making 1,000 radios available to the victims of the 27 May earthquake in Yogyakarta in Indonesia. Radio, especially in this sort of situation, is a very important source of information for people. In Indonesia, the Dutch ambassador, Dr. Nikolaos van Dam, handed the first radios over to three radio stations in the region which work in partnership with Radio Netherlands Worldwide. The three partner stations will distribute the radios among local people. Ambassador van Dam was standing in for former deputy media minister, Medy van der Laan, who ended her working visit to Indonesia early because of the fall of the Dutch government. In his speech, Mr van Dam talked of the role of the media in the disaster area: "The Yogyakarta relief effort, in which the Netherlands has played an important part, is now well under way. The survivors are trying to pick up the pieces of their lives. Access to news and information is an important part of those lives. The radios provided by Radio Netherlands Worldwide represent a major contribution to this." FM People in the Yogyakarta area will be able to use the radios to receive Radio Netherlands Worldwide Indonesian-language short-wave broadcasts and the partner stations' FM broadcasts. Radio Netherlands Worldwide's General Director Jan Hoek adds: "Many of our Indonesian programmes are also broadcast by our partner stations, which means our voice will be heard in the region in FM quality." The three partner stations have an audience of about one million families. It is hoped that most villages in the Yogyakarta area will have at least one radio available for use. Aceh Following the tsunami in December 2004, Radio Netherlands Worldwide sent three mobile radio stations to partner stations in Banda Aceh, Meulaboh and Sigli. The partner stations had been destroyed by the tidal waves but were able to resume their work quickly thanks to the mobile stations. Jan Hoek says: "Radio Netherlands Worldwide disseminates independent information globally with aims that include the promotion of pluralism and access to a free press. This is done not only through journalism, but also through technology and the means of distribution. We are happy that the Yogyakarta radios and the mobile radio stations in Atjeh are of help". INSI Launches The Safety Zone – July 6, 2006from Sarah de Jong/INSI The International News Safety Institute (INSI) is proud to launch The Safety Zone, a quarterly newsletter on journalist safety issues. It is published in six regional editions - Africa, Europe/Central Asia, Latin America, Middle East, South Asia and South East Asia. The newsletter provides a regular summary of safety-related news specific to journalists and other news media staff in each region. It covers operational safety matters and general security issues such as political and civil unrest as well as health risks posed by coverage of disease and natural disaster. The Safety Zone is intended for all in the news media and those that work with them. Humanitarian and relief organizations also may find it of use. Médiamétrie et le groupe Netgem créent une filiale commune – July 5, 2006from Charles Juster/ Médiamétrie Médiamétrie et le groupe Netgem s’associent pour développer une activité nouvelle de mesure d’usages. Cette activité, qui est une innovation sur le marché de la télévision numérique, apportera des informations sur les foyers disposant de décodeurs numériques, notamment les terminaux Netgem. Ces informations recueillies par les voies de retour des décodeurs viendront en complément de la mesure d’audience de référence de la télévision opérée par Médiamétrie. A cette fin, une filiale commune sera créée et sera détenue à 50/50 par Médiamétrie et Netgem Media Services, filiale à 100% de Netgem. Elle sera dirigée par Patrick Ballarin, actuellement Chargé de Mission auprès du Président Directeur Général de Médiamétrie. A propos de cet accord, Jacqueline Aglietta, Président-Directeur Général de Médiamétrie précise : « Ce partenariat avec Netgem illustre la volonté stratégique de Médiamétrie de répondre aux besoins nouveaux des acteurs du marché. L’exploitation de la voie de retour des terminaux numériques offre des possibilités inégalées de mettre au point un système d’observation des usages, en complément de la mesure d’audience de référence de la télévision opérée par Médiamétrie. WAN Protests Press Violations in Asia, Africa and Middle East - July 4, 2006from Larry Kilman/WAN The World Association of Newspapers and World Editors Forum have called on Egyptian President Hosni Mubarak to overturn the jail terms of two journalists who were sentenced for publishing a report that criticised him. The Paris-based WAN and WEF also protested to the governments of Turkmenistan, Kazakhstan and the Republic of Congo against serious press freedom violations in those countries. In a letter to President Mubarak, WAN and the WEF called for the dismissal of one-year prison sentences and criminal charges against two journalists, Ibrahim Eissa and Sahar Zaki, of the independent weekly Al-Dustour. WAN and WEF also called on President Mubarak to uphold his two-year-old promise to eliminate prison sentences for publishing offences. "The promise remains unfulfilled and Egyptian journalists continue to be brought before criminal courts and sentenced to jail because of their reporting," said the letter. The full letter can be read at: http://www.wan-press.org/article11411.html In Turkmenistan, one of the world's worst violators of press freedom, authorities have jailed a journalist for US-funded Radio Free Europe/Radio Liberty and her three children, along with three human rights activists who were working in collaboration with Galaxie-Presse and the French television channel France 2. Turkmenistan authorities claim they were plotting against President Saparmurat Niazov. In a letter to the President, WAN and WEF called for the release of the journalist, Ogoulsapar Muradova, her three adult children and the human rights activists, and for all charges to be dropped. The letter said that the detentions "for preparing a television programme is a clear breach of the right to freedom of expression, which is guaranteed by numerous international conventions, including the Universal Declaration of Human Rights." The legislation "represents a significant threat to press freedom," said the letter to President Nazarbayev, who vetoed similar legislation in April 2004. The full letter can be read at: http://www.wan-press.org/article11412.html In the Republic of Congo, a court has banned the Brazzaville-based weekly Thalassa from publishing for six months and ordered the destruction of an edition that featured an article judged to be slanderous of President Denis Sassou Nguesso. The public prosecutor has sought a one-year prison sentence against publication director Fortuné Bemba. WAN and WEF called on the government to lift the ban of Thalassa and to allow the newspaper to publish free from state interference. The full letter can be found at: http://www.wan-press.org/article11410.html VPRT - Werbung für private Sportwetten - Abstimmungsgespräch zwischen ARD, ZDF, Landesmedienanstalten und VPRT - Gemeinsame Erklärung der Gesprächsteilnehmer – July 3, 2006from Gese Klebe/VPRT Am 03. Juli 2006 trafen sich in Berlin Vertreter von ARD, ZDF, Landesmedienanstalten und privaten Rundfunkveranstaltern (VPRT) zu einem Gespräch über den Umgang mit der Fernsehwerbung für private Sportwetten. Sie trugen damit zugleich einem Beschluss der Ministerpräsidentenkonferenz vom 22. Juni 2006 Rechnung. Die Länderchefs hatten darin ihre Erwartungen zum Ausdruck gebracht, dass die zuständigen Landesmedienanstalten und die öffentlich-rechtlichen Rundfunkanstalten "umgehend die aktuellen höchstrichterlichen Entscheidungen durch gleichgerichtete und zeitlich abgestimmte Maßnahmen umsetzen". Die Gesprächsteilnehmer waren sich darin einig, dass divergierende Gerichtsentscheidungen und die Tatsache, dass die Begründung der Entscheidung des Bundesverwaltungsgerichts vom 21. Juni 2006 noch nicht vorliegt, eine unterschiedliche Beurteilung der materiellen Rechtfragen erlauben. Hinzu kommt, dass auch die Verwaltungspraxis der zuständigen Ordnungsbehörden gegenüber den privaten Sportwettangeboten nicht einheitlich verfährt. Vor diesem Hintergrund kamen ARD und ZDF einerseits sowie Landesmedienanstalten und VPRT andererseits zu einer unterschiedlichen Bewertung der Rechtsanlage und der daraus resultierenden Einschätzung der Risiken. Während ARD und ZDF daher auf die Ausstrahlung von Werbespots für private Sportwettanbieter verzichten, verweisen die Landesmedienanstalten darauf, dass ein Einschreiten gegenüber den privaten Rundfunkveranstaltern eine aufsichtliche Maßnahme darstellt, die einen Eingriff in die Rundfunkfreiheit des jeweiligen Veranstalter bedeutet und in somit einer eindeutlichen Rechtslage bedarf. Die Gesprächsteilnehmer verständigten sich darauf, die Gespräche beim Vorliegen weiterer gerichtlicher Klärungen und unter Berücksichtigung des einheitlichen Vorgehens der Ordnungsbehörden alsbald fortzusetzen.
