Regulator awards concession to politically connected applicant
"tradition, history and culture"

An online radio channel will soon be migrating to FM serving Warsaw and Krakow, announced Polish media regulator National Council of Radio and Television (KRRiT - Krajowa Rada Radiofonii i Telewizji) this week. The ten year concession appears to be for a general interest channel “taking into account Polish tradition, history and culture” and “not less than 30% speech,” reported wirtualnemedia.pl (September 25). It will be taking over frequencies previously used by Radio Bajka, a children’s channel operated by a non-profit foundation, whose concession was withdrawn last year after several years of inactivity.

The channel was founded - now presumed owned - by Krzysztof Skowronski, a former director of Polskie Radio music channel Trojka. As an internet station it received financial support from the Law and Justice (PiS) political party. Mr. Skowronski remains “close” to the right-wing nationalist PiS, reported Gazeta Wyborcza (September 25). He is a former president of the Polish Journalist’s Association (SPD). The KRRiT awarded the concession based on an application to provide “the highest percentage of speech, including journalism, sports and educational broadcasts for children and adolescents.”

Eurozet Group also sought the concessions for a speech-based channel to be called Otoradio. That application was rejected because the company already has four channels in the two cities. Eurozet Group was acquired in March by Czech Media Invest from Lagardére Group.
