WDR - Prof. Seidel zu Rundfunkgebührenpflicht für internetfähige Computer – July 26, 2006

Zu Presseveröffentlichungen zum Thema Gebührenpflicht für internetfähige Computer ab 1. Januar 2007 erklärt Prof. Dr.  Norbert Seidel, Vorsitzender des Verwaltungsrats der GEZ und stellvertretender WDR-Intendant:

Die Modellrechnungen in den Presseberichten und die Stellungnahme  mancher Wirtschaftsverbände gehen in der Mehrzahl von falschen Tatsachen aus. Zum einen  wird sich die Gebührenpflicht für neuartige  Rundfunkgeräte in Privathaushalten so gut wie gar nicht ergeben, da  praktisch alle Haushalte herkömmliche Radios und Fernsehgeräte bereithalten, so dass keine zusätzliche Gebühr anfällt. Zum anderen werden von der neuen gesetzlichen Regelung nur Unternehmen und Betriebe betroffen sein, die bisher keine Rundfunkempfangsgeräte angemeldet haben. Für alle Betriebe, die herkömmliche Radios und Fernsehgeräte angemeldet haben, bleiben auch die gleichzeitig bereitgehaltenen  internetfähigen Computer von der Rundfunkgebührenpflicht befreit.  Wenn herkömmliche Geräte nicht vorhanden sind, aber internetfähige  PCs, so ist ab 1. Januar 2007 lediglich eine Rundfunkgebühr im Monat zu  zahlen, unabhängig von der Anzahl der vorhandenen Computer.

Die GEZ rechnet für den nicht-privaten Bereich mit einer Steigerung von  50.000 Geräten, die pro Jahr zusätzlich in den Bestand aufgenommen  werden können. Dies entspricht einem Potenzial von rund 10 Mio. Euro.  Realistischerweise wird sich der zusätzliche Bestand aber nicht schlagartig einstellen, sondern sukzessive aufgebaut werden. Im ersten Jahr  2007 rechnet die GEZ daher mit rund 2 Mio. zusätzlicher Einnahmen, die  sich später auf 10 Mio. p. a. steigern können.

Arbitron PPM shows bigger radio audiences for play by play sports – July 25, 2006

The Arbitron Portable People Meter (PPM SM) consistently captures more listeners to sporting events on radio, especially those with afternoon and early-evening start times, according to a new presentation released today by Arbitron Inc. (NYSE: ARB).

 The study, “The Value of Play-by-Play in a PPM World,” shows broadcasters and advertisers how the PPM delivers much quicker, more reliable and more detailed insight into sports radio broadcasting than the current radio ratings system. The presentation, released at the Radio Play-by-Play Industry Conference in Chicago, shows larger audiences to sports radio during major sporting events such as World Cup Soccer, the NFL Football Draft and for regular local team games.

“Electronic measurement via the PPM is better, more reliable, faster and more granular than other means of measuring play-by-play audiences,” said John Snyder, vice president, PPM Sales, Arbitron. “With the PPM, we can see higher ratings and larger audiences during specific kinds of sports programming, especially during the afternoon and early evening, including the evening rush hour, when listeners aren’t near a television.”

 While the standard Arbitron radio diary does indicate that flagship sports stations have  higher total (cume) audiences during a regular season, the Arbitron PPM shows a significantly larger total audience for play-by-play sports then does the paper and pencil diary.

 In addition cume audiences for play-by-play sports is directly linked with start time. For the most part, earlier games will have higher cumes, according to the presentation.

“With PPM, stations and advertisers get more frequent updates during the season,” Snyder said. “The combination of electronic measurement and daily sample size allows PPM to pick up special features and events the diary never could, enabling stations to enhance overall programming.

“The change from diary to PPM will impact everything from selling cycles to ratings to the ability to monetize special features,” he said. “In all likelihood, the ‘emotional’ sell of sports will be replaced with a more ‘fact-based’ sell, and this ‘estimate driven’ world should bring new advertisers to play-by-play who hadn’t considered it before. PPM opens the door to a whole new level of understanding that wasn’t possible with the diary.”

Vera Kwakofi to lead on new BBC Africa Radio Awards - July 25, 2006

BBC World Service has appointed its popular presenter, Vera Kwakofi, as Project Manager of the new BBC Africa Radio Awards.  Vera will be leading this major competition to identify and honor the best English-language broadcasters across the continent.   Launching in September, BBC Africa Radio Awards will culminate in a final in May 2007.

The new BBC Africa Radio Awards aims to recognize the continent’s fast-moving and ever-expanding radio scene and celebrate the achievements of the best of the stations and individual broadcasters - those providing quality, impartial local news and highlighting the issues that face their listeners. 

Head of BBC World Service Africa & Middle East Region, Jerry Timmins says:  “The BBC’s programming for Africa is a fundamental part of the media scene across the continent. While we employ some great talent for our African output, we are often very well aware of the professionalism and achievements of local broadcasters.  To highlight these achievements, we are now embarking on a competition to promote the finest African radio talent broadcasting in English.  I am very pleased that Vera Kwakofi has agreed to lead this project.  She has a track-record of excellent and dynamic journalism, and her inclusive, warm presentation style has won her popularity among around 21 million BBC listeners across the English-speaking Africa.”

Ghanaian born Vera believes BBC Africa Radio Awards will celebrate the best in African English-language radio journalism:  “Having worked in radio in Ghana, I know how important radio has become to the growth of a democratic culture, as radio has helped make people more aware of their place and role in the development of their country. With this competition, the BBC is recognizing the vibrant radio scene that has flourished across Africa and the hard work that has gone into the growth of radio in Africa. I am honored and excited to be part of this project.”

The BBC Africa Radio Awards honor the following categories:  Radio Station of the Year, New Radio Station of the Year (launched since September 2004), News Journalist of the Year, Sports Journalist of the Year, Local On-Air Campaign of the Year, Interactive/Talk Show of the Year and Young Broadcaster of the Year (entrants must be 20 years of age or under on 31 December 2006).

Entries will be judged on a regional basis with the winners selected by an independent panel of judges, chosen for their knowledge of the region and its media.  Three listeners will also take part in the judging process as prize-winners of a competition running on the interactive programme, Network Africa. The winning regional entries will be put forward for the overall prize that will be announced at an awards ceremony in Africa next year.

WAN - First Latin American Newspaper Leaders Summit – July 24, 2006

Leaders of Latin American newspapers are being invited to a unique event in Sao Paolo, Brazil, next month -- the Latin American Newspaper Leaders Summit, where they will discuss the key issues facing newspapers in the region.

The invitation-only event will bring the chief executives of 30 newspapers to Sao Paolo on 28 to 29 August. The aim of the conference is to give special focus to various aspects of Latin American newspaper markets and for Latin American newspaper leaders to be briefed on important strategic issues for the future of newspapers.

The Summit, organized by the World Association of Newspapers, will be hosted by ANJ, the Brazilian Newspaper Association.

Among the topics to be discussed are trends in global circulation and advertising markets and the implications for Latin America; the future of global commercial communications; the digital challenge; key strategic issues facing Latin American newspapers, circulation and readership

strategies; and future advertising strategies.

The Summit will also give leaders of the newspaper industry in Latin America an in-depth look at the WAN Shaping the Future of the Newspaper project, which identifies, analyses and publicizes all important breakthroughs and opportunities that can benefit the future of newspapers all over the world.
