Shifting access to advertising with public broadcasting to TV and away from radio was one of forty proposals offered this week by French MPs Aurore Bergé and Pierre-Yves Bournazel, Cultural Affairs committee rapporteurs on audiovisual media regulation in the digital age. French media watchers referred to the report as a “mini-big bang.”
Radio France channels and their related digital access points would lose advertising revenue streams while certain TV channels would be authorized to “experiment” with targeted and geo-localized advertising. Their report suggests €100 million in new revenue for public broadcasting would be raised. Advertising would also be removed from educational channel France 5. (See more about media in France here)
“The idea is not to weaken the public audiovisual sector, but to help them out,” says Aurore Bergé, quoted by AFP (October 4). Radio France currently earns about €40 million annually through advertising, 90% of the operating budgets derive from the household license fee. The difference would be taken on through the Culture Ministry.
Another proposal would merge internet regulator Hadopi (High authority for dissemination of works and protection of rights on the Internet) with the broadcast regulator CSA. The report, quite expected, also proposes including households without traditional radio and TV devices in a universal audiovisual fee to replace the device-related license fee. "Universalisation is the only viable solution if one does not want to be systematically out of step with technological developments,” said Mme Bergé.
