The 2010 Daniel Pearl Awards competition, which honors the world’s best cross-border investigative journalism, has extended its deadline by two weeks. Entries must be postmarked no later than January 31.
The awards are granted by the International Consortium of Investigative Journalists (ICIJ), a project of the Center for Public Integrity in Washington, D.C. Formerly the ICIJ Awards, the prizes were renamed in 2008 in honor of Wall Street Journal reporter Daniel Pearl, who was slain by militants in Pakistan in 2002.
Held biennially, the competition is open to any professional journalist or team of journalists of any nationality working in any medium. To be eligible, the investigation — either a single work or a single-subject series — must involve reporting in at least two countries on a topic of world significance. A five-member jury of international journalists will select the winners.
Two $5,000 first-place prizes will be awarded, one to a U.S.-based reporter or news outlet, and another to a non-U.S.-based journalist or news outlet. Five additional finalists will each receive $1,000 prizes.
The awards are unique among journalism prizes in that they specifically honor cross-border investigative reporting. Past winners have included a TV4 Sweden investigation of Russian overfishing in the Barents Sea, a South African Broadcasting expose of an Anglican bishop accused of conspiring with the Rwandan government to kill Tutsis, and a New York Times series on deadly Chinese counterfeit drugs. The last Pearl Awards attracted 86 entries from 24 countries, involving reporting in more than 60 countries.
The awards will be presented at the 6th Global Investigative Journalism Conference in Geneva, Switzerland, in April 2010.

Le Département fédéral de l'environnement, des transports, de l'énergie et de la communication (DETEC) a approuvé le transfert à Radio Z AG (Radio Energy Zürich) de la concession de radio OUC de Music First Network AG (Radio RMC Züri).
Le 2 novembre 2009, Music First Network AG (Radio RMC Züri) de Giuseppe Scaglione a annoncé au DETEC le transfert à Radio Z AG (Energy Zürich) de sa concession de radio OUC pour la région zurichoise. Radio Z AG est détenue à 51 pour cent par Ringier SA.
Les transferts de concessions sont expressément prévus dans la loi sur la radio et la télévision (LRTV). Ils doivent néanmoins être annoncés et approuvés. Si les conditions générales d'octroi de la concession sont maintenues également après le transfert et si le nouveau titulaire garantit le respect du mandat de prestations, l'autorisation ne peut pas être refusée. Lors de la consultation, le transfert s'est heurté à une forte résistance des milieux intéressés, du gouvernement cantonal et de la ville de Zurich; plusieurs reproches d'abus de droit ont été soulevés. Toutes ces objections ont été examinées préalablement par le DETEC.
Le DETEC est arrivé à la conclusion qu'il n'existe aucun signe d'abus de droit. A aucun moment, il n'y a eu d'indices concrets prouvant que Music First Network AG n'aurait pas voulu ou n'aurait pas été en mesure d'utiliser effectivement la concession octroyée à RMC et de commencer à émettre. Des préparatifs étaient en cours et le studio opérationnel. Le fait que la station n'ait pas pu commencer à émettre était dû aux préparatifs techniques et à la planification des fréquences, des travaux préliminaires indispensables au lancement d'une nouvelle radio. Ainsi, l'OFCOM n'a attribué les fréquences nécessaires à RMC qu'en novembre 2009.
Un examen du contenu de la demande de transfert a montré que les conditions d'approbation étaient réunies. Radio Energy s'est engagée à adapter de manière substantielle son programme actuel et son dossier de candidature remis dans le cadre de la procédure d'octroi des concessions pour réaliser un programme de niveau comparable à celui de Radio RMC Züri. Elle a notamment revu le manuel de rédaction et augmenté le nombre de professionnels du programme, la contribution allouée à leur formation et à leur perfectionnement externes ainsi que le salaire des stagiaires et des professionnels du programme. Par ailleurs, Radio Energy Zürich propose plusieurs modifications dans le domaine de l'information: elle diffusera aux heures de forte audience des magazines d'information sur des thèmes touchant en premier lieu les domaines politique, social, économique, culturel, scientifique et sportif. Plusieurs formules rédactionnelles sont mises en place et l'obligation de diversité appliquée. De plus, la station réalisera dorénavant des émissions sur les votations et les élections. Ces améliorations sont inscrites dans la concession, Radio Energy Zürich est donc tenue de les mettre en oeuvre.
Seule la contribution allouée à la formation et au perfectionnement des professionnels du programme a été jugée insuffisante. Radio Energy Zürich a désormais l'obligation de la faire passer de 60'000 à 100'000 francs par année.
Dans la demande de transfert, seuls les critères essentiels pour la fourniture d'un service public local et jugés déterminants dans la procédure d'octroi des concessions ont fait l'objet d'une évaluation. Il s'agissait notamment du système de gestion de la qualité, des conditions de travail, de la formation et du perfectionnement ainsi que de la diversité du programme. Le programme musical, le groupe d'auditeurs cible ou le plurilinguisme des émissions, entre autres, n'ont par contre pas été examinés. Ces aspects ne revêtent donc pas de caractère contraignant pour le nouveau titulaire de la concession.
Dans le cadre de son activité de surveillance habituelle et de l'analyse des programmes, l'OFCOM vérifiera si Radio Energy respecte bien le mandat de prestations.
Pour prendre en compte les différentes critiques formulées à l'encontre de la procédure d'octroi fixée par le législateur et du transfert de concessions expressément autorisé, le DETEC examine la nécessité d'adapter les bases légales lors de la prochaine révision de la LRTV.
Dans l'immédiat, un éventuel recours contre la décision du DETEC n'aurait aucune conséquence pour Radio Energy Zürich. Sur la base de la concession transférée, elle pourrait continuer à diffuser dans la nouvelle zone de desserte jusqu'à l'arrêt rendu par le Tribunal administratif fédéral.
WAN-IFRA, the global, industry organisation for the newspaper and news publishing industry, is very pleased to announce the appointment of Mr.Christoph Riess as the new Group Chief Executive of the enlarged WAN-IFRA industry representative body. This appointment follows the merger of the World Association of Newspapers (based in Paris) and IFRA (based in Darmstadt) during 2009. The appointment will take effect from February 1st 2010.
Christoph Riess (53) joins WAN-IFRA from Mitsubishi Paper, having previously worked for Bertelsmann AG, Heidelberger Druckmaschinen and PaperlinX.Commenting on the appointment, WAN-IFRA President Gavin O’Reilly said: “We are delighted to welcome Christoph as the new leader of WAN-IFRA. He brings both enormous industry experience and a modern, proactive perspective on the needs of the global news publishing industry. His appointment comes at a pivotal and exciting time for WAN-IFRA, following the merger of these two fine institutions in July 2009.”
Christoph will be assisted by Timothy Balding, former Chief Executive of the World Association of Newspapers (prior to the merger), who will now become the new Director General of WAN-IFRA Global Affairs, based in Paris, continuing to lead relations with member associations, governments and international organisations, together with overseeing press freedom andmedia development, and public affairs. Balding, who is British, had been with WAN since 1985, and had led the Paris-based organization since 1986.The future position of Reiner Mittelbach, the CEO of the former IFRA will be announced at a later stage.
Tomorrow, RFE/RL will begin broadcasting in the local Pashto dialects to Pakistan and the border regions between Afghanistan and Pakistan. The new station - called Radio Mashaal ("Torch" in Pashto) - will offer an alternative to the growing number of Islamic extremist radio stations in the region.
"There is an urgent need for accurate, objective news and information in Pakistan's tribal areas," says U.S. Special Representative to Afghanistan and Pakistan Richard Holbrooke. "Radio Mashaal's commitment to professional journalism in the local language will be an important contribution toward peace, reconciliation and democracy in the region."
Veteran Pakistani journalist and author Ahmed Rashid says he hopes Radio Mashaal "will provide people the kind of information they need to make the right decisions about their lives."
One surprise in store for listeners will be the reappearance of Haroon Bacha, a popular Pashtun singer who fled the region last year amid death threats from the Taliban. The 36-year-old recording artist - whose dozens of albums, music videos and television appearances made him one of the most famous entertainers in the region - will be hosting a cultural affairs show for Radio Mashaal. The first broadcast will air live on January 15 at 4pm local time. Radio Mashaal's correspondents will be covering local and international news with in-depth reports on terrorism, politics, women's issues, and health care (with an emphasis on preventive medicine). The station will feature roundtable discussions and interviews with tribal leaders and local policymakers in addition to regular call-in programs aimed at giving listeners the opporturnity to be heard.
Radio Mashaal will operate out of a new bureau in Pakistan and broadcast from RFE/RL's Prague headquarters. The station will share a frequency with VOA's Radio Deewa and transmit via FM and shortwave. Online, Radio Mashaal's website will provide a live stream of its broadcasts.
