L’affaire DSK keeps the phone lines buzzing
Talk show “blunder” lands broadcaster in deep trouble

With former IMF chief Dominique Strauss-Kahn released from custody in the United States, French media still can’t get enough of the story. An on-air “debate” – with, arguably, anti-Semitic overtones – has the French media regulator investigating.

On his Sud Radio morning talk-show (August 22) Robert Ménard invited listeners to debate l’affaire DSK, an emotional subject in France for months. One phone caller went off with an anti-Semitic rant. The channel’s host of the afternoon talk-show Liberté de parole (free speech), clearly pumped by phone lines lighting up, pushed the same topic and tone defensive of DSK.

Later in the week, Ménard, well known as the former executive director of Reporters sans frontières, continued the “debate.”  Ménard had been fired by RTL in June for comments in support of a far-right politician. His intent, he said, was to rail against political correctness.  

It is every radio manager’s nightmare. Sud Radio chief executive Mathieu Quétel said he was “shocked,” as noted by Le Monde (August 30), referring to the episode as a “blunder.”

“We have also taken steps so the program’s chief editor will now be present in the studio so these things do not happen again,” he added.

Not good enough, said French media regulator Conseil supérieur de l'audiovisuel (CSA). “We will investigate the case,” said CSA ethics committee chairman Rachid Arhad, “then it will be discussed to determine what action to give this matter and possible sanctions.”

National Bureau of Vigilance Against Anti-Semitism (BNVCA) filed a complaint with the Paris prosecutor’s office and with the CSA against Sud Radio, according the Le Point (August 30).

Private radio ownership further limited
“no demand”

Independent radio ownership may be further restricted as Ireland’s media regulator Broadcasting Authority of Ireland (BAI) looks at amending current rules. Currently no individual or company can own more than 25% market share. The BAI is due (August 31) to publish its new broadcasting services strategy.

Public broadcaster RTE is not affected by the proposed ruling, which seeks to reduce private sector ownership to 20% by market share. Allowances might be made under the new rules for specialty services.

“When we put this before the board in July,” said BAI chief executive Michael O’Keeffe, quoted by the Irish times (August 31), “there was a feeling that because it had never gone above 20 per cent, it had worked very well. There was a feeling there was sufficient diversity and there has been no demand to go above the 20 per cent.”

Neither of Ireland’s two biggest private sector radio owners – UTV and Communicorp – currently exceed 20% national market share.

The BAI may begin charging independent broadcasters a fee for new radio licenses or renewals, part of current rules but never implemented. “This provision was put in the act in better times and things have changed,” said O’Keeffe.
